This report, an update to the pivotal 2004 Incomes and Poverty in Hamilton in Hamilton report, tracked the reduction in poverty from 1996 to 2006, from 21.9% to 18.1%. In addition, changes in poverty rates across Hamilton’s former municipalities, and within family types, age groups, and population groups.
The report came right at the peak of the 2009-2010 recession, and showed how Employment Insurance and Social Assistance caseloads were increasing dramatically. A chart in the report showed how Ontario’s social assistance rates were still much lower than they had been in the previous recession (1991-1993).
