In August 2025, the City of Hamilton engaged the Social Planning and Research Council of Hamilton (SPRC), along with other partnering organizations, to conduct a series of community engagements to support the Climate Justice Framework. Through partnership with organizations serving equity-deserving groups, the City’s Office of Climate Change Initiatives (OCCI) will co-design the Climate Justice Framework. The Framework will guide the equitable implementation of Hamilton’s Climate Action Strategy and all-climaterelated actions across the municipality.
SPRC, through the Hamilton Community Legal Clinic, was asked to conduct a series of engagements with priority populations identified by the Office of Climate Change Initiatives as ‘frontline communities’, meaning communities believed to experience the most immediate impacts of climate change. From August to November 2025, SPRC designed and facilitated engagement activities and collected feedback from community members. This report outlines the process and findings of these engagements.
